Is there a way to use the phone/tablet interface without having on screen buttons?
I like the phone tablet interface better than the tv mode when playing on my shieldtv and it would be nice to have that option.

In Android TV you can use any of the available interfaces.
If by the on screen buttons you are referring to the ingame controls (touchpad gamepad), those are visible only when you have not mapped any physical gamepad, so if that is your case just go to Settings -> Gamepads -> Gamepad 1 and setup your controller.
