Under Games/Emulators I had turned on Border Options. Now when I select "Live Borders if available" and choose Disabled it's always set to Enabled.

I gave it a try and worked as expected.
If you still have the issue, can you record a small video? Sometimes one make a test in a way that it works, but there may be another way to do the same setting in a way that it doesn't work, a small video will help see such a case.

With the new implementation for live/static borders the issue is now resolved. Live borders no longer shows up when turned off.
